Influential tribal alliance positive on U.S. online gambling legalisation

The publication Indian Country Today took an interesting look at attitudes in the US towards Internet gambling this week, commenting that tribal governments and commercial gambling companies are taking a softer position on the legalisation of Internet wagering, although it does not appear likely that pending legislation to permit online poker will be successful in the current session of Congress.

The publication reports that an association of California tribes has joined with the United South and Eastern Tribes in supporting federal legislation to legalise online gambling, as long as it protects the rights of tribes operating government casinos under terms established by the Indian Gaming Regulatory Act.

“The legalisation of Internet gambling in the United States could be a disaster for tribal government gaming, or it could be a wonderful new avenue for tribal economic development,” Chairwoman Leslie Lohse of the California Tribal Business Alliance said in a March 24th letter to Congressman Barney Frank, author of imminent legislation designed to legalise and tax online poker.

Lohse noted that federal legislation would conflict with tribal-state agreements that, in many states, give tribes the exclusive right to operate casinos, and tribal casinos have generated billions of dollars in revenue used to provide health care, education and other government services to indigenous Americans.

“We look forward to working with you to create legislation that clarifies federal law on Internet gambling and protects the interests of tribal governments,” wrote Lohse, whose association represents nine California tribes and was previously opposed to online gambling.

The Alliance is now taking a position similar to that of USET, a group of 20 tribes that late last year called for a study of the impact Internet wagering would have on tribal casinos.

The article also flags the recent comments by American Gaming Association chief exec Frank Fahrenkopf indicating that his association has shifted its previously neutral view and now believes the technology exists to allow the activity to be regulated at the state or federal level.

The gambling executive said that AGA was open to the concept of legalised Internet gaming, as long as a regulatory structure was in place to protect consumers and the game’s integrity, although he did not go as far as a taking a position on any of the bills currently under consideration in Congress or individual states.

“The majority of our board now has a favorable stance on Internet gaming, as long as there is strong regulatory control,” said Fahrenkopf. “But we’re not endorsing any of the bills now in the loop.”

The Indian Country Today article claims that many tribal governments and commercial casino companies fear that online gambling might adversely impact brick-and-mortar casinos. Apparently tribal opposition to online gambling comes principally from California, which in 2008 accounted for $7.3 billion of the $26.8 billion won that year by 442 government casinos operated by 237 American Indian tribes and Alaska Native villages in 28 states.

The author points to the Tribal Alliance of Sovereign Indian Nations, a group of 14 Southern California tribes operating some of the state’s most lucrative casinos, and the California Nations Indian Gaming Association, comprised of 25 casino and non-casino tribes, as opponents of Internet gambling.

Presenting a balanced view, the author notes that online gamblers are primarily poker players and sports bettors, sectors of wagering activity that represent less than 15% of the revenue generated by most land casinos. Supporters of Internet gambling therefore postulate that tribal governments and commercial casino companies could benefit from the legalisation of online wagering.

The article notes that whilst Harrah’s Entertainment, the world’s largest casino company, is lobbying for legalisation of online wagering, Wynn Resorts in Las Vegas and Macau, is opposed.

Analysing the chances for Barney Frank’s attempt to legalise online gambling, the article notes that there is currently little widespread bipartisan support for three pieces of online legislation sponsored by Frank and others in the House and Senate. It opines that with no support for the legislation from tribes and the commercial casino industry it is unlikely that Senate Majority Leader Harry Reid, a Democrat from Nevada, will allow a bill to come to the floor.

Despite these views, many gambling industry observers believe online wagering soon will be US-legal. With tribes and commercial casino companies easing their opposition to Internet wagering, a bill could surface in the next congressional session, they claim

Tribal leaders are expected to put together a policy position on Internet wagering at the National Indian Gaming Association annual conference April 6 – 9 in San Diego.

“There has always been this feeling that we’re not going to be able to stop it,” a Capitol Hill tribal consultant told Indian Country Today. “It’s important that tribes be on equal footing with states in terms of regulatory authority. It’s important that we not lose all the economic gains we achieved through IGRA.”

Loto Quebec settles with problem gamblers after a decade

After protracted legal fight and ten years of dispute, Loto Quebec has reached an out-of-court settlement with 120,000 plaintiffs in a class action involving exclusion of problem gamblers.

The settlement, said to be calculated at a total of Cdn$ 50 million, could see Loto Quebec funding therapy for those impacted by gambling between 1994 and 2002. The issue was focused on (land) VLT operations, with observers estimating that if the gambling company had lost in court it could have faced a Cdn$ 700 million claim instead of a settlement agreement estimated to be worth Cdn$ 50 million.

Under the terms of the settlement, Loto-Québec will offer plaintiffs an average of Cdn$ 5,000 to fund individual therapy.

Staten Island Businesses Tied to Mob-Run Sports Betting

STATEN ISLAND, N.Y. — Three months ago, the owners of two prominent Staten Island businesses — Top Tomato and Casale Tile — were criminally charged with spearheading a lucrative Gambino crime family gambling and loansharking ring.

Now, prosecutors want to take a financial bite out of them.

The state attorney general’s office has sued Carmine Sciandra, Benedetto (Benny) Casale and three others for the nearly $10 million their illegal operation allegedly reeled in. Prosecutors want the defendants to forfeit their ill-gotten gains or be slapped with a judgment for the cash.

The defendants have denied the charges.

Sciandra, who has addresses in Dongan Hills and Eltingville, co-owns three popular Top Tomato stores with his family. Todt Hill resident Casale owns the Bulls Head-based Casale Tile.

Sciandra, 57, ran the illicit multimillion-dollar sports-betting and usury operation in Staten Island, Manhattan, Brooklyn, Pennsylvania and elsewhere, according to state Attorney General Andrew M. Cuomo. The scheme took place between May 2007 and August 2009.

Westerleigh resident Michael Murdocco aided Sciandra in the gambling operation along with bookmakers John D’Arpa of Brooklyn, and Vincent LaFace of West Pittston, Pa. The bookmaking business’ wire room was based in Costa Rica and it was run via toll-free number and through an Internet site, prosecutors contend.

D’Arpa and LaFace allegedly paid yearly tribute money to Sciandra in exchange for his protection and also gave Murdocco a monthly cut.

In conjunction with the sports-betting ring, Sciandra, Casale and Murdocco loansharked at least 17 individuals, charging them interest rates that exceeded New York’s criminal usury rate of 25 percent, said court papers. Reluctant payers were extorted and threatened with violence, said prosecutors. Casale, a reputed Gambino associate, was 68 at the time of his arrest, Murdocco was 64.

The five defendants were among 22 people, including 11 borough residents, charged in a series of wide-ranging schemes that included a reputed Luchese crime family loansharking and bookmaking operation run out of the Night Gallery, a New Dorp bar.

The five defendants in the civil suit are accused of various counts of criminal enterprise, bookmaking, loansharking and bribery. They are free on bond ranging from $250,000 to $750,000 and are due back in state Supreme Court, St. George, for a March 8 conference.

According to the civil suit, Sciandra, Murdocco and LaFace accepted $8.4 million in illegal wagers, while Sciandra, Murdocco and D’Arpa took nearly $1.3 million in illegal bets. Sciandra, Murdocco and Casale gave out illegal loans of at least $40,000. The attorney general seeks to reclaim that collective $9.7 million.

Times of Malta: New Online Gambling Records Expected

This year was likely to be another record year in terms of investment and injection from the igaming industry, Finance Minister Tonio Fenech said this morning.

Addressing some 150 delegates at the sixth World Gambling Briefing 2010, being held in Malta for the first time, Mr Fenech said that when compared to other jurisdictions Malta fared very favourably because of its seriousness in its regulatory approach, its business friendly measures, the talent pool which the Maltese market attracted, its cost of labour and its disposition of embracing technology and financial attractiveness.

With around 350 remote gaming licences out of the 600 applications processed by the Lotteries and Gaming Authority in the past six years, Malta was proving that serious regulation and stringent supervision offered the ideal conditions for remote gaming companies to operate in.

The strong regulatory framework, coupled with Malta’s expertise in the gaming industry put the country’s jurisdiction on the forefront in this industry, the minister said.

He said that as part of its technology friendly outlook, Malta was looking into the sphere of digital gaming in all its shapes and forms.

Last October the government initiated the articulation of the national strategy for the development of the digital gaming industry and it was being anticipated that further global digital game developers would be investing in Malta in the next two to three years.

Mr Fenech said that notwithstanding the positive growth in Malta with 5,200 people directly employed in the industry, including 3,400 with the remote gaming industry, Malta was not ignoring the developments on the EU front.

Besides the work being done by the permanent representation in Brussels, the LGA, over the past year, established a fully dedicated EU affairs function to ensure that gaming was fair and transparent to the players as well as to prevent crime, corruption, money laundering and protect minor and vulnerable players.

 

 

Playtech Gamble with William Hill Pays Off

Playtech is based in Estonia and is the biggest company listed on Aim. In 2008, the business bought a series of gaming assets, businesses and contracts and sold them for $250m (£163m) to William Hill to create William Hill Online (WHO), in return for a 29 per cent stake in the business.

The move promises to be beneficial to both William Hill – which operates 2,300 bricks-and-mortar betting shops – which believes the most will transform its business in Europe’s leading online gaming and sports betting businesses.

Although, the early stages of the partnership were fraught with problems, the joint venture brought in €22.5m (£20.1m) in profits for Playtech, which helped boost pre-tax profits at the group from €41.4m to €70.3m for the year to December 31.

Playtech has seen its revenue grow by three per cent to €114.8m as it signed up new companies such as Betfair, Virgin and Sega to use its gaming software.

Playtech’s confidence has shown no sign of abating and since the year end, the business has made what some analysts think could be another very important partnership with Scientific Games, the world's largest lottery software provider. The deal is designed to accelerate the group's penetration of the potentially lucrative business-to-government market.

Mor Weizer, chief executive of Playtech said: “As governments start to legislate for online gambling markets, their state lottery operators need online poker, bingo and casino and other internet gaming products to remain competitive,” he said.

Earnings per share rose from 17.9 cents to 29 cents. Playtech is recommending a final dividend of 9.4 cents, bringing the total pay-out to 18.3 cents (15.2 cents).

Shares in Playtech, which came to Aim at 257p in 2006, rose 4½p to 507½p giving a market capitalisation of more than £1.2bn.

Jadestone and Bwin’s Italian subsidiary sign skill games deal

The Scandinavian skill games specialist Jadestone Networks, which operates the Arena multiplayer gaming network, has inked a deal with Bwin's major Italian subsidiary Gioco Digitale that will add the player liquidity and local expertise to its Italian network shortly. Jadestone was the first e-gaming software provider to successfully launch skill games for cash in Italy in January 2009 for Bwin.

Since then the Austrian betting group has gone on to acquire Gioco Digitale, an extremely successful provider of various poker, betting and gaming products to the burgeoning Italian market.

Jadestone will now create a dedicated skill game network in Italy for the combined Gioco Digitale and Bwin audience. The network will be compliant with the requirements of the Italian authorities via the new Gioco Digitale platform and other partners will be invited to join.

“We are proud that customers appreciate our games in the Italian market and that we continue to grow our presence there,” said Tobias Nissen, general manager of Jadestone Networks. “Our partnership with Bwin and Gioco Digitale forms the bedrock of a high quality and high liquidity network for all Italian players to enjoy. The re-launched proposition takes advantage of the new platform developed by Gioco Digitale and bwin and will benefit all other partners that choose to work with us in Italy.”

Paolo Di Feo, General Director of Bwin and Gioco Digitale in Italy, said that skill games are a key product in the company’s Italian vision of gaming as a part of the entertainment industry, that has already seen advances in the distribution of poker and sport.

“We believe in Italy there is space for the growth of a network that shares this vision, and we found in Jadestone not only a recognised international leader, but also a partner that is willing to commit to creating games that are in line with Italian taste and trends.”

Jadestone will be strengthening its regional presence in Italy as a consequence of the agreement, and has appointed Marcus Dahlgren as the new country manager. He will take up his duties at the beginning of next (April) month and is charged with building up the local business together with existing and new partners.

Carbon Poker Loses Half Its Customers in 6 Months

According to the PokerSiteScout.com website, Carbon Poker’s "real cash" customers have been cut in half over the past 6 months.  Cabron Poker is the flagship room of Australian-based Merge Gaming.

Merge itself has been gaining steam recently with the announcements that two of the largest online sports betting websites catering to US customers will be utilizing their online poker network for their own rooms.

SBG Global made the announcement that its PokerHost.com venture will be moving to the Merge Network while Sportsbook.com dealt the Cake Poker Network a major blow last month with their own switch to Merge.

It was not immediately clear as to why Carbon Poker had been witnessing a downward trend.   The site currently averages around 200 "real cash" players at any given time.
