Banned Russian casinos to reinvent themselves as poker clubs?

The draconian Russian ban on gambling in major cities which came into effect this week has thrown an interesting anomaly in Russia law into sharp focus, reports The Telegraph newspaper. The report says that many Russian operators are considering re-fashioning themselves into poker clubs under a quirk of Russian law that officially recognises poker as a sport rather than a game of chance.

It is unknown for how long the Russian government will allow this legal loophole to exist, but if pursued it could save some of the estmated 400,000 jobs that operators claim the gambling ban will inflict as a loss on the national economy.

Operating to the July 1st deadine for the implementation of the ban, a special task force is currently ensuring compliance with the law and has been set up in the Russian capital, a spokeswoman for the Moscow city government, Maria Sokolova, told RIA-Novosti news agency this week.

Starting July 1 casinos may only operate in four remote regions of Russia, each of them at least 1,000 kilometres (600 miles) from Moscow and some much further.

The gambling law is expected to have the biggest impact on Moscow, which had 524 casinos and gaming halls until the law took effect, and the northern city of Saint Petersburg, which had 109.

Harrah’s Believes They Will Have Success in Online Gambling

MGM tried and failed to enter the online gambling market several years back.  Like MGM, Harrah’s has planned to start offering its Internet gambling product in Europe where it will compete head on with the likes of Ladbrokes and William Hill.

Unlike MGM, Harrah’s has a foothold in the industry already as the owners of the World Series of Poker.  That being said, the WSOPE in its second year witnessed zero growth in Europe.

Not everyone in Vegas is on the cyber gambling bandwagon, writes Liz Benston of the Las Vegas Sun. 

For years, members of the American Gaming Association, which lobbies on a federal level and has closely watched the debate over online gambling, have been split on the question.

The association’s two largest members, Harrah’s Entertainment and MGM Mirage, support some form of legalization.

Several members of the gaming association oppose the legalization and regulation of Web casinos, including Steve Wynn, who believes that Internet gambling can’t be adequately policed and could embarrass the industry.

As a result, the association has been forced to adopt a neutral position on the issue.

Days before the 40th annual World Series of Poker kicked off in Las Vegas last month, Harrah’s launched a subsidiary in Montreal to capitalize on the spread of Internet gambling, headed by Mitch Garber, the former CEO of PartyGaming.   There have been rumors circulating that Harrah’s will partner up with Party, the 4th largest online poker room in the world.

Couple that with MGM owning the largest customer list in the world and it’s easy to see why Harrah’s believes it can get a tremendous jump start in a tightly competitive multi billion dollar industry.

European Union Wants Foreign Online Casinos Operating In US

The European Union is once again trying to put their foot down when it comes to online gambling in the US. Although previous attempts have been ignored by the US, the EU again asked on Wednesday for the US to change their laws.

The Unlawful Internet Gambling Enforcement Act has not only outraged citizens of the US, but also online casino companies in other countries. The European Union is giving the US one final chance to come into compliance with trade agreements, before they take their complaints to the World Trade Organization.

“It is not only the US that the EU has taken issue with regarding online gambling laws,” said observer Gus Drewery, “other countries have also been put on notice, and most have at least started the process of coming into compliance.”

The EU had been hoping that a new administration in the US would be more receptive to their wishes. Up until now, although President Obama has expressed a need to fix foreign relations, there has been no progress made on this particular issue.

At stake for the US could be sanctions handed down by the WTO. The case has not yet reached that point, but almost certainly the $100 million that foreign companies lost after 2006 because of the UIGEA would be a part of that case and consequent settlement.

The foreign online casino operators could forget about the money that was lost if they were to be allowed back into the US market. It is not yet known if that would be a viable solution from the US’ standpoint.

New York Attorney General’s Office Shuts Down Poker Processor

Gambling911.com has learned that the New York Attorney General’s office is behind the shutdown of the Instant eCheck payment solutions product made popular by websites like Full Tilt Poker.  A handful of the larger Internet poker rooms on Thursday began yanking the product off their websites.  Customers are also reporting that checks have been bouncing.

Additional details were not readily available at this time. 

Just last week New York’s Attorney General, Andrew Cuomo, shut down nearly a dozen collection agencies as part of an investigation into the ARM industry.
